Thank you all for your help. I have ordered parts and will let you know the outcome. Starting with the regulator and going from there to the fuel side.

In the old days it called it a Magneto.
Could it be that the reason a Magneto is not call a Magneto is because parts have been removed or added?

Update, I believe the regulator was the issue. I have had it out a couple time since replacing it and it seem to be working fine. Thanks Again for all your help.
